Alberta’s two largest cities provide essential services that serve over half of Alberta’s population
with police and fire protection, clean water, public transportation, and park and recreational
amenities. However, the cities have only three sources of revenue (property taxes, user fees,
and transfers from other orders of government) and since these sources are not responsive
to population growth, the ability of the cities to keep providing services and build needed
infrastructure is eroding quickly.
